Civic Duties and Responsibilities
As participants in the governance system, citizens have rights, and it must be ensured that these are received accurately and definitively. Actions contrary to this must be prevented, and the responsible exercise of civic rights must be implemented. Citizens have a duty to fulfill certain obligations and responsibilities toward society and the nation; these are called civic duties. Voluntarily fulfilling them is the duty of a good citizen.
Indian Constitution – Article 51A (1976)
- Respect and obey the Constitution and the foundational values of the nation.
- Protect and cherish the noble ideals of the national freedom struggle.
- Protect public property and avoid destroying it.
- Preserve historical and cultural heritage.
- Protect natural resources, wildlife, and environmental balance.
- Uphold the dignity and status of women and resist anti-women activities.
- Work against superstitions and social evils, and foster scientific temper.
- Protect the unity and integrity of the nation and promote communal harmony.
Panchayat Raj Act (1994, 1999)
The Panchayat Raj Act of 1994 defines the duties and responsibilities of citizens residing in Gram Panchayat areas. Every citizen is required to perform the following tasks:
- Participate in the Gram Sabha and directly take part in the local self-governance process.
- Pay taxes promptly and ensure the Panchayat's own source of revenue.
- Assist the Panchayat in developmental activities.
- Participate in planning, implementation, and evaluation activities.
- Avoid public nuisances and waste dumping, and exercise vigilance.
- Cooperate with the Panchayat in activities related to sanitation, disease prevention, nutrition, and literacy.
- Help make the social audit process successful.
- Engage in activities that promote social unity and participatory development.
- Be vigilant against corruption and misrule.
- Protect natural resources and public amenities.
- Promote thrift and participate in self-reliance activities.
- Work against social evils such as alcoholism, drug abuse, harassment of women, and child labor.
- Participate in environmental protection activities.
- Cooperate in the collection of statistical data.
- Assist victims of natural disasters.
- Cultivate cooperative and savings habits.
- Refrain from encroaching on public land and surrender land for development purposes when necessary.
- Form neighborhood groups (Ayalkoottams) and self-help groups.
- Avoid anti-social activities in public places, such as spitting, drinking alcohol, and smoking.
- Refrain from publicly slaughtering animals in public places.
- Ensure necessary vaccinations and licenses for domestic pets.
- Comply with laws and regulations and avoid violations.
- Promote gender equality and justice.
The Responsible Citizen
A good citizen behaves responsibly toward society and the country, obeys the law, participates in development activities, and works for social harmony and environmental protection.
